Exiled former Pakistani Prime Ministers Benazir Bhutto and Nawaz Sharif have agreed to set up a Commission to identify causes and fix responsibility for incidents like Kargil when they return to power.
The two leaders, who signed a 'Charter of Democracy' here last night, also said that the Kashmir dispute should be settled in accordance with the UN Resolutions and the
aspirations of the people of Jammu and Kashmir.
In an obvious effort to hold Pakistan President Pervez Musharraf responsible for the Kargil episode, the Charter said, "A Commission shall also examine and identify the causes of and fix responsibility and make recommendations in the light thereof for incidences such as Kargil."
Referring to bilateral ties, it said, "Peaceful relations with India and Afghanistan will be pursued without prejudice to outstanding disputes."
The two leaders have expressed their resolve to return to Pakistan and take part in next year's general elections.
