Centre informs SC of setting up of Board of reforms Friday, January 05, 2007 12:20 [IST]

The Centre has set the ball rolling for ushering reforms in police by informing
the Supreme Court that it has set up a Committee on National Security and
Central Police Personnel Welfare for selection and placement of heads of
Central Police Organisations (CPOs).
In an affidavit submitted before the court, the Centre said the Committee to be
headed by Union Home Minister was set up on January two this year and was in
compliance with its direction for setting up of National Security Commission as
appointing authority for selection of chief of CPOs for a minimum tenure of two
years.
The Committee includes the National security Advisor, Cabinet Secretary, Union
Home Secretary and Intelligence Bureau Director as its members, the Centre
said.
"If considered relevant or imperative, the concerned Central Para Military
Force Chief may be invited. It will prepare panels for appointment of Chiefs of
CPMFs and review issues pertaining to the to the service condition of CPMF
personnel and make appropriate recommendations," the nine-page affidavit
said.
The panel prepared by the Committee would thereafter be submitted to
Appointments Committe of the Cabinet headed by Prime Minister for finalising
the appointment of the head of the para military force, it said.
The affidavit filed by Cabinet Secretary B K Chaturvedi said it was
government's endeavor to provide reasonably long tenures of two years to CPMF
chiefs.
