New Delhi:
The Planning Commission today said fund allocation for the education sector
would have to be raised to six per cent of the GDP in the 11th Plan from the
current four per cent.
"The Kothari Committee had mentioned allocating six per cent of the GDP to
the education sector. At present, we stand at four per cent and we aim to raise
it to six per cent in the 11th Plan," Planning Commission Deputy Chairman
Montek Singh Ahluwalia told reporters after releasing the Annual State
Education Report here.
Ahluwalia said financial outlays play a very important role and without proper
fund allocation, the targets cannot be achieved.
Emphasising on the need for adequate monitoring of the sector, he said:
"Along with monitoring expenditure, we are also trying to monitor what we
are learning." Asked about the eroding quality of education in the
country, Ahluwalia said the Planning Commission was working toward a mechanism
wherein authorities concerned would be made accountable.
Ahluwalia said quality teachers were imperative to improve the education sector
and pointed out that factors like mid-day meals have contributed to containing
drop-out rate.
