Bhutan's drafts bill, democracy in the kingdom

New Delhi: The final draft ofBhutan'sconstitution, aimed at ushering of democracy in the royal kingdom, is ready andwill be made public soon, an official attached to its drafting has said.

According to drafting committee Chairman Sonam Tobgye, changes based oncomments made by people during consultation meetings held from October 2005 toMay 2006 have been incorporated in some of the provisions of the constitution.

There were also comments through various online forums and in writing, Bhutan'snational newspaper Kuensel reported.

The drafting of the constitution was announced by King Jigme Singye Wangchuckin 2001 "to create a democratic political system best suited for Bhutan".

The constitution will be adopted by the new parliament in 2008 after thecountry's first-ever national polls.

Tobgye said the consultation meetings, led by the King, had great impact asthey "helped sensitise and educate people who were confused by theambiguity of the draft constitution".

He said the number of Articles in the constitution has been increased from 34to 35 with the incorporation of a separate article on the Election Commission.

"After the adoption, the constitution will provide the legal framework fora democratic political system that will safeguard the security and sovereigntyof the nation and ensure the wellbeing of the people," he said.
