New Delhi: CBI Director Vijay Shankar has lambasted Pakistan for its uncooperative approach in matters related to terror and said it was still harbouring India's most wanted underworld don Dawood Ibrahim.
''The kingpin of the Mumbai serial blasts Dawood was still in Pakistan,'' the CBI director said.
