Nagaland govt eyes capacity expansion

Kohima: Nagaland government has constituted a high powered committee on capacity building with chief minister Neiphiu Rio as chairman for implementation of the year of capacity building programme in the state.

The committee would examine and approve recommendations of the task force on capacity building and to monitor the progress of implementation of capacity building and human resource development programmes by government departments, other agencies and institutes, official sources said.

The committee members included all cabinet ministers, two parliamentary secretaries, deputy chairman of state planning board, adviser of IT and technical education, chief secretary and four other senior bureaucrats.

In the annual budget, the government declared 2008-09 as Year of Capacity Building at all levels.

As follow up action, the government also constituted a 10 member task force on capacity building headed by the development commissioner.

The task force would work out framework, strategy, action plan, quantifiable targets for capacity building and human resources development for all concerned sectors of the government and for youth, particularly the large pool of educated unemployed, the sources said.

To assist the task force and co-ordinate with various departments during the year, a capacity building cell under planning and co-ordination department has also been set up.

All proposals and issues pertaining to capacity building and human resources development submitted by departments, institutes and agencies during 2008-2009 would be dealt by this cell, the sources said.
