Tokyo: The United States is planning to send 50,000 tons of oil-fuel to Pyongyang by late November to compensate for its efforts to shut down two North Korean nuclear facilities, sources in the US administration say.
Washington and Moscow take turns in supplying oil-fuel to North Korea in accordance with the existing agreements. Though it s Russia's turn to send the fuel, Washington has decided to deliver this shipment in order to encourage Pyongyang to more concessions.
Washington is planning to call a meeting of the heads of delegations of countries participating in the six-way talks on the North Korean nuclear program in Beijing late in November. These countries include two Korean states, China, Russia, the United States and Japan.
During the upcoming talks, the US delegation wants to fix the schedule of liquidation of Pyongyang's nuclear potential in the written form. In turn, Pyongyang may receive a document fixing the deadlines and the size of compensatory fuel supplies.
At this stage, North Korea has committed itself to shutting down the main nuclear facilities, including the only operating nuclear reactor. These works have been lagging behind for a year. North Korea has been promised 1 million tons of fuel, of which almost 500,000 tons have already been delivered, if it meets its commitments.
Pyongyang is also supposed to submit a list of its nuclear programs, facilities and materials. It should also allow the report to be checked.
Until recently the finding of compromises has been difficult and complicated. That's why the six-way negotiations have been suspended for so many times.
