Stopping something is easier than starting it!

Its good to hear about Jaswant Singh's initiative to have a debate on the economy BEFORE the annual Budget exercise. In lieu of this, I'd like to make a point.
Don't you think there is something inherently wrong with a country in which, STOPPING something is actually easier than starting it? Consider the following:
Business:takes an entrepreneur dozens upon dozens of permissions to set up a production facility, but a single bureaucrat/two-bit politician can shut it down or delay it indefinitely if his/her palms are not greased.
Infrastructure: It takes the authorities forever to build a subway, a flyover or a power plant, but just one election to put speed-breakers on roads (sometimes even highways!) or to close down the plant (Enron).
Productivity: Strikes ensue if a factory asks it's workers to work extra, but entire cities can be brought to a grinding halt merely on the whim of a political party (bandhs).
Can we ever hope to match China's example with this mentality?
