Why didn't RV initiate reform during his tenure?

I'm writing this feedback with reference to the news item 'Ex-President RV calls for revamp of electoral laws'
Why the heck didn't Venkatraman and Gujral, initiate any changes, when they were the President and Prime Minister respectively. The system was equally shattered at that time.
It's very easy for them to eat their cake and then cry like babies. They are no different from the rest of the pack.
