Why are traffic offenders let off scot free?

This is an open letter to the Transport Commissioner of Karnataka.

Dear Transport Commissioner,

I would like to congratulate you for the useful information that has been put on the Regional Transport Office (RTO) Website. I strongly feel it is a good start.

However, there are few issues that still need to be answered.

1. The government had given more than ample time for vehicle owners to change their number players to white boards. However we still see MANY vehicles with black boards. Needless to say, it is shameful on the vehicle owners' part to ignore your circulars. Our recommendation is that the fine for such vehicles should increase EVERY MONTH. i.e., in the first month such vehicle users should be fined Rs 200, in the next month it should increase to Rs 300, the following month to Rs 500 and so on. Why do you have to be a "good boy" by letting such people off?

2. Is there anyway people can send the registration number of these offenders to you via e-mail? There are MANY "ordinary people", who would like to pitch in to have a better society. We request you to start accepting details of such offenders via e-mail.

3. These days there are many out-of-state vehicles on Bangalore roads. When one sees vehicles from Uttar Pradesh (UP), Delhi, Bihar one gets a little scared because we don't know what these people are doing here. It is wrong to assume everyone from there is bad, there are bad people everywhere. However, we suggest you keep an close eye on these out-of-state vehicles. On Mysore road, we have seen mini buses from UP operating commercially. Is this legal?
