Can Indians working abroad 'Give' back?

Hi,

Recently a dignitary speaking at a public event mentioned that some kind of law should be made where people who have studied in India and now working abroad should contribute a part of their salary towards the betterment of India. This sparked a flurry of ideas in my mind.

If we look at the flip side of the coin, most of Indian students who go to study abroad have to struggle a lot financially to educate themselves. This puts them in quite some debt. So having the aforementioned law in place does not sound like a win - win situation.

On the other hand, if the Government were to act pro-actively and sponsored either in full/in part the education of students abroad then it would definitely make sense to have some clause in effect wherein once the students start earning they would have to contribute part of their salary towards betterment of India.

Such a system is already in place in Turkey where students, who are sponsored, either have to go back and teach in a Turkish University or have to pay a certain amount to the Government if they wish to work abroad.

Now that sounds more like a win - win situation to me.
