Chennai: Tamil Nadu Chief Minister Jayalalithaa on November 5 wrote to Prime
Minister A B Vajpayee suggesting a "minimum fixed agenda" for a meeting of the
Cauvery River Authority (CRA), as demanded by Karnataka, to enable the state to
participate "effectively".
Coming down heavily on the CRA, headed by Prime Minister, A B Vajpayee, she said the
people of the state would "lose their faith", if it did not function properly for
the purpose for which it was created. It had not "discharged its duties properly in
exercising its powers vested under the Act as well as under the Constitution", she
felt.
"The tilt of the CRA towards Karnataka state has now led Karnataka to believe that
it can get the CRA to revise its earlier orders, that too with retrospective
effect," she said in her letter, copy of which had been sent to Chief Ministers of
Karnataka, Kerala and Pondicherry.
Pointing out that the CRA was not "conscious" of its responsibilities and its
duties, Jayalalithaa said Karnataka made only "oral representations" at such CRA
meetings and the requirement of Tamil Nadu, made in writing and placed on record,
was not fully considered and some via-media order was
later passed.
"Such things ought not to take place in future," she said and suggested a "table of
agenda" which should include that pleadings and representations of Karnataka had to
be placed in writing with all enclosures and a copy to be given to Tamil Nadu to
prepare its objections, if any.
